It is the situation in the Seventh Avenue squatter camp in Valhalla park on the Cape Flats, after about 100 structures were destroyed in a fire, leaving 600 people homeless.

The situation could have been prevented if vandals of the community did not damage the hydrants. The hydrants are apparently restored each time, but vandals could not their fingers off, and when the fire brigade appeared, the taps were unusable leaving the firefighters unable to extinguish the fire.
